In
spite of an opposition to the budgetary reductions in the sectors of agriculture
and others, the Moroccan Room of the representatives adopted, by 71 votes
against 31, the bill of finance 2006 in its entirety at a public session, on
November 15. The members of the party Justice and development abstained
from.
The president of the Moroccan Room of the representatives Abdelouahed
Radi had to chair a surging parliamentary session, on November 15, whereas the
principal parties discussed various aspects of the bill of finance. At the end
of the day, the dice were thrown and a vote by 71 votes for against 31 against
rewarded the efforts for the Privatization and Minister for Finance Fathallah
Oualalou. The members of the party Justice and Development abstained from
voting.
Mr.
Oualalou had made the point that the budget 2006 was “unifying, proactif and
responsible”. The innovations brought by this draft budget, it had declared, are
the initiatives on social matters and of employment, in particular those
profiting with the young graduates without employment.
This budget 2006 shows that the State is “proactif” as regards
investment, stressing that the sums allocated for this purpose would increase by
75 million dirhams in 2005, to pass to 86,5 million the
following year, it indicated. In its eyes, the budget 2006 is also
“responsible”, in what it tries to treat the difficulties and the constraints,
such as the increase in the prices of oil, but supports in addition the reform
of the pension plans and the public administration (teaching, justice, finance),
as well as the management of the clandestine sub-Saharan African immigration.
However,
the members of the opposition express doubts as for the point to know if this
budget will be capable to back the principal activities and the priorities of
Morocco. They make the point that the budget of agriculture was going to be cut
down by 9 percent, and expressed their fears that measurements of control of the
dryness are affected. They called some with the government so that it subsidizes
the small ones and average farmers, in particular in the field of the fossil
fuels.
For
their part, the Socialists put forward their opposition to the reduction of
budgets in certain sectors in consequence of the raising of prices of oil.
Taking
again the fears expressed at this budgetary session, Mr. Oualalou formulated
some proposals intended in particular to stimulate the sectors of agriculture,
fishing at sea, the trade and industry. He also underlined the need for
re-examining the budgets of study and research in increase intended for the
productive sectors, with a particular mention for the development of human
resources necessary to the maintenance of the economic growth.
